Heishantou Border Port in Hulunbuir, Inner Mongolia

Heishantou Border Port (黑山头口岸) is located in Erguna City (额尔古纳市), Hulunbuir (呼伦贝尔市), in Inner Mongolia Autonomous Region (内蒙古自治区), approximately 62 kilometers southwest of the city center, in Labudalin Town (拉布达林镇). It is a Category 1 land border port (国家一类口岸) between China and Russia, positioned across from the Russian Old Chuluhaitu Port (旧粗鲁海图口岸) on the Erguna River (额尔古纳河).

The port was officially approved as a Category 1 port in 1989 by the State Council of China through document Guo Han [1989] No. 26 (国函[1989]26号), and it opened for foreign trade in 1990, further supporting cross-border transportation and trade. In 2023, the port resumed cargo clearance, and on April 5th, 2023, it also restored passenger transport services.

Boundary River Boat Tour (界河游船)

• Season: Available from June 12 to October 7 each year.

• Tour Length: 4 kilometers, with a duration of approximately 50 minutes.

• Highlights: Visitors can enjoy picturesque views of both China and Russia along the Erguna River (额尔古纳河).

• New Routes: A newly introduced "Boundary River Sunset" (界河落日) route and a viewing platform for scenic photography.

Border Scenery (边境景观)

Visitors can enjoy panoramic views of the Russian village across the river from the viewing platform, offering great photo opportunities at significant landmarks such as border gates (国门) and boundary markers (界碑).

Visa Policies (签证政策)

• Group Tours: Groups of 3 or more people can enter the Russian border area without a visa, with a maximum stay of 15 days.

• Individual Travelers: Must apply for an electronic visa (52 USD, processing in 4-5 working days) or a sticker visa in advance.

Transportation Tips (交通提示)

• There is no regular public transportation to the port. It is recommended to carpool (20 RMB per person) or hire a private car (500 RMB per day).

• Vehicles under 8 seats are currently unable to pass through the port, so visitors should stay updated on policy changes.

History and Development

Geography (地理位置)

Heishantou Border Port is situated near Labudalin Town (拉布达林镇) in Erguna City, Hulunbuir, and is located directly across the Erguna River (额尔古纳河) from Russia's Old Chuluhaitu Port (旧粗鲁海图口岸). The two ports are 1.5 kilometers apart.

It is located 250 kilometers by water and 230 kilometers by land from the Shiweikou Border (室韦口岸), and 120 kilometers south of Hulunbuir City (呼伦贝尔市). This strategic location offers a convenient channel for trade between China and Russia.

Early Development (发展历程)

When Heishantou Port first opened, the volume of cargo and passenger traffic was low. In 1991, the port handled only 609 tons of cargo, and 1,278 people crossed the border. However, as the port developed, its traffic grew significantly, and by 2001, cargo volume reached 6,912 tons, with 8,525 people crossing the border.

Current Situation

Infrastructure (基础设施)

Heishantou Port has received an investment of 13.45 million RMB for infrastructure development, including:

• 800 square meters of terminal platforms

• 800 meters of road extensions

• 125,000 square meters of cargo yard

• 1,225 square meters of inspection and office facilities

• A 135 square meter border patrol dormitory

• Wooden bridge across the Erguna River

However, the current Heishantou Bridge (黑山头口岸大桥) is a simple wooden bridge, which has caused significant challenges for heavy traffic. This bridge has experienced issues such as sinking and tilting, limiting the port's throughput capacity and economic benefits. Therefore, expanding and upgrading the Heishantou Bridge is a key priority.

Strategic Location (战略位置)

Erguna City holds significant importance in Hulunbuir's "Golden Triangle" strategy, which is part of the region’s opening-up efforts. The Heishantou Port is considered an ideal gateway for trade in the Northeast Asia (东北亚) economic zone and plays a crucial role in the export of green industry products from Hulunbuir (呼伦贝尔市). The port also serves as an alternative channel to the larger Manzhouli Port (满洲里口岸), helping to alleviate pressure on the latter.
