Panjin Administrative Divisions

Panjin (盘锦) is a prefecture-level city in Liaoning Province, established in 1984. It governs 3 districts and 1 county: Shuangtaizi District (双台子区), Xinglongtai District (兴隆台区), Dawa District (大洼区), and Panshan County (盘山县), with a total of 27 subdistricts and 21 towns. The city is shaped by a dual identity of petroleum industry development and world-class wetland ecology, making it one of Northeast China’s most distinctive coastal destinations.

Shuangtaizi District (双台子区)

Shuangtaizi District is the historic urban core of Panjin, located along the Liaohe River. It features a mature urban layout, strong industrial foundations, and well-developed residential and commercial zones.

It administers 6 subdistricts—Shengli (胜利), Tiedong (铁东), Hongqi (红旗), Liaohe (辽河), Shuangsheng (双盛), Jianshe (建设)—and 2 towns—Lujia Town (陆家镇) and Tongyi Town (统一镇).

Tourism here focuses on cultural heritage and riverside leisure. The Liaohe Stele Forest (辽河碑林) is a national AAAA-level attraction showcasing inscriptions from multiple Chinese dynasties, making it an important cultural landmark for calligraphy enthusiasts. The Liaohe Wetland Park (辽河湿地公园) provides ecological corridors, birdwatching spaces, and walking trails along the river. Urban night markets and seasonal cultural events further enrich the district’s tourism appeal.

Xinglongtai District (兴隆台区)

Xinglongtai District is the political, economic, and cultural center of Panjin and the location of the municipal government. It represents the most modern and developed urban area in the city.

The district includes 12 subdistricts: Chuangxin (创新), Xinglong (兴隆), Zhenxing (振兴), Bohai (渤海), Xingong (新工), Shuguang (曙光), Shencai (沈采), Huanxiling (欢喜岭), Xingsheng (兴盛), Xinghai (兴海), Huibin (惠宾), Dongguo (东郭).

Tourism is centered on urban culture and creative industries. The Guangsha Art Street (广厦艺术街), a national AAAA scenic area, features non-heritage crafts, art studios, exhibitions, and creative markets. Nearby cultural zones such as the Liaohe International Art District (辽河国际艺术区) and Century-old Fuxing Street (百年福街) integrate culture, shopping, and leisure experiences. Wetland-inspired eco-tourism and educational travel routes further expand the district’s tourism offerings.

Dawa District (大洼区)

Dawa District is the ecological and tourism core of Panjin and one of Northeast China’s most important wetland destinations. It is famous for the Red Beach landscape, rice-crab farming system, and coastal wetland ecosystem.

It governs 6 subdistricts—Ejiagou (二界沟), Dawa (大洼), Tianjia (田家), Yushu (榆树), Wangjia (王家), Yulou (于楼)—and 10 towns, including Zhaoquanhe (赵圈河), Tianzhuangtai (田庄台), and Xinli (新立).

The district’s flagship attraction is the Red Beach National Scenic Corridor (红海滩国家风景廊道), a rare global wetland where red Suaeda grass creates a seasonal red coastal landscape. The Dingxiang Ecotourism Area (鼎翔生态旅游区) offers reed marsh ecosystems, birdwatching zones, and crab fishing experiences. The North Travel Tianyuan Black Wind Pass Ancient Town (北旅田园·黑风关古镇) provides immersive folk culture and seasonal ice-snow performances. The historic Tianzhuangtai Ancient Town (田庄台古镇) preserves Liaohe River trade heritage, while hot spring resorts support year-round wellness tourism.

Panshan County (盘山县)

Panshan County lies in northern Panjin and serves as a major agricultural and ecological region. It is shaped by the Liaohe River and Raoyang River systems, forming extensive rice fields and wetland landscapes.

It governs 3 subdistricts—Taiping (太平), Gaosheng (高升), Desheng (得胜)—and 9 towns, including Shaling (沙岭), Hu Jia (胡家), Guchengzi (古城子), Baqiangzi (坝墙子), Chenjia (陈家), Tianshui (甜水), Wu Jia (吴家), Shixin (石新), and Yangquanzi (羊圈子).

Tourism here is strongly rural and agricultural. The Rice Field Scenic Area (稻里景区) highlights rice farming culture and immersive rural experiences. The Raoyang Lake Tourism Area (绕阳湖旅游区) offers water-based recreation and wetland sightseeing. Seasonal attractions such as Jinxiu Flower Valley (锦绣花谷) and Gao Sheng Water Thistle Flower Festival bring seasonal flower tourism. Villages like Desheng promote cycling routes, folk culture experiences, and non-heritage activities, supporting the growth of rural tourism in Panjin.
