    Luoyang (洛阳) is located in western Henan Province (河南省) along the middle reaches of the Yellow River (黄河). Its name refers to its position on the northern, traditionally “sunny,” side of the Luo River (洛河). As one of China's best-known ancient capitals and one of the first cities designated as a National Historical and Cultural City, Luoyang combines an exceptionally dense concentration of archaeological and historical heritage in its urban districts with mountains, forests, canyons, reservoirs, wetlands, and rural landscapes across its outer counties.

    Administratively, Luoyang currently governs 7 municipal districts and 7 counties, making a total of 14 county-level administrative divisions. The seven districts are Laocheng District (老城区), Xigong District (西工区), Chanhe Hui District (瀍河回族区), Jianxi District (涧西区), Luolong District (洛龙区), Yanshi District (偃师区), and Mengjin District (孟津区). The seven counties are Xin'an County (新安县), Luanchuan County (栾川县), Song County (嵩县), Ruyang County (汝阳县), Yiyang County (宜阳县), Luoning County (洛宁县), and Yichuan County (伊川县). The municipal government is based in Luolong District.

    The city completed a comprehensive tourism-resource census in 2026 covering all 14 districts and counties. It identified 39,395 tourism resources, including 333 Grade-5 resources, 837 Grade-4 resources, and 4,473 Grade-3 resources. The survey summarized the city's spatial tourism pattern as “urban concentration of cultural heritage and suburban concentration of ecological landscapes”: Laocheng and Luolong are particularly rich in ancient-capital and museum resources, while Luanchuan, Xin'an, and Song County form the strongest mountain and ecological-wellness cluster. Mengjin is distinguished by Yellow River wetlands and historic ferry culture.

    Administrative Structure and Tourism Resource Pattern

    The central districts form the cultural heart of Luoyang. Laocheng District, Xigong District, Chanhe Hui District, and Luolong District preserve the strongest concentration of ancient-capital heritage, archaeological remains, Buddhist culture, museums, traditional neighborhoods, Hanfu experiences, and nighttime cultural tourism. Jianxi District, by contrast, has a distinctive modern identity shaped by the industrial heritage of China's First Five-Year Plan period, making industrial culture and urban regeneration increasingly important parts of its tourism profile.

    Beyond the central city, the character changes rapidly. Yanshi District is one of China's key areas for early-state archaeology and Xia–Shang civilization; Mengjin District focuses strongly on the Yellow River and Heluo culture; while the southwestern counties of Luanchuan, Song, and Xin'an are dominated by the Funiu Mountains (伏牛山) and are important for mountain sightseeing, summer retreats, forest recreation, geological landscapes, and wellness tourism. Official provincial tourism information lists Longmen Grottoes, Laojun Mountain, Baiyun Mountain, Longtan Grand Canyon, and Jiguan Cave among Luoyang's major national 5A attractions, illustrating how the city's highest-profile tourism resources are distributed between the urban cultural zone and mountain counties.

    Chanhe Hui District (瀍河回族区) Buddhist heritage, ethnic culture, traditional eastern-city neighborhoods, ancient-capital remains, and the cultural landscape surrounding White Horse Temple (白马寺).
    Jianxi District (涧西区) Modern industrial heritage, First Five-Year Plan industrial architecture, museums, creative neighborhoods, research tourism, urban parks, and contemporary city culture. The 2026 tourism census specifically identified the Jianxi Industrial Heritage District among newly recognized high-value resources.
    Luolong District (洛龙区) World heritage, museums, ancient-capital archaeology, Three Kingdoms culture, peony culture, and major public cultural facilities, with Longmen Grottoes (龙门石窟) forming its best-known international tourism symbol.
    Yanshi District (偃师区) Xia and Shang archaeological culture, early Chinese urban civilization, ancient capital sites, archaeological museums, and cultural study tours associated with the origins of early China.
    Mengjin District (孟津区) Yellow River culture, wetlands, reservoirs, historic ferries, agricultural landscapes, Heluo culture, and water-conservancy heritage. The tourism census identifies Yellow River wetlands and ancient ferries as distinctive local resources.
    Xin'an County (新安县) Canyon scenery, geological formations, Yellow River landscapes, mountain recreation, hiking, and rural tourism, represented by Longtan Grand Canyon (龙潭大峡谷).
    Luanchuan County (栾川县) One of Luoyang's strongest ecological and mountain-tourism areas, combining the Funiu Mountains, forests, karst landscapes, summer resorts, wellness tourism, rural vacations, and winter mountain scenery.
    Song County (嵩县) High-mountain forests, summer escapes, reservoirs, ecological recreation, rural tourism, and nature-based wellness, with the southern mountain areas forming an important part of Luoyang's ecological tourism belt.
    Ruyang County (汝阳县) Foothill landscapes, forests, rural tourism, cultural heritage, agricultural experiences, and ecological recreation in the southeastern Funiu Mountain region.
    Yiyang County (宜阳县) Historical heritage, Luo River landscapes, rural leisure, mountain ecology, forest recreation, agricultural tourism, and suburban vacation resources west of central Luoyang.
    Luoning County (洛宁县) Western mountain and forest landscapes, reservoirs, river valleys, rural settlements, fruit-growing landscapes, ecological agriculture, and countryside tourism.
    Yichuan County (伊川县) Yi River (伊河) valley culture, historical sites, traditional villages, agricultural landscapes, rural recreation, and cultural resources associated with the wider Heluo civilization.

    Tourism Geography of Luoyang

    For tourism planning, the 14 districts and counties can broadly be understood as three geographic belts. The central ancient-capital belt consists primarily of Laocheng, Xigong, Chanhe, Luolong, and parts of Jianxi, where travelers encounter ancient capitals, museums, historical neighborhoods, Buddhist heritage, archaeological parks, and modern cultural districts. The Yellow River and early-civilization belt extends through Mengjin and Yanshi, where Yellow River civilization, Heluo culture, Xia–Shang archaeology, wetlands, and ancient settlement history are particularly important.

    The third zone is the Funiu Mountain ecological belt, extending through Xin'an, Luanchuan, Song County, Ruyang, and parts of Luoning and Yiyang. This is the principal area for mountain resorts, forests, canyons, geological landscapes, summer escapes, rural holidays, and ecological wellness. The 2026 census identified 41 major tourism-resource concentration zones across the municipality and confirmed that ecological and wellness resources are especially abundant in the southwestern counties.

    Complete Township-Level Administrative Divisions of Luoyang

    The following table uses the latest 2025–2026 administrative and local-government information available. Several parts of Luoyang have undergone township and subdistrict restructuring in recent years, so this list differs significantly from older online tables. In particular, Laocheng, Xigong, Chanhe, Jianxi, Luolong, Mengjin, Xin'an, Luanchuan, Yiyang, and Luoning have experienced changes in names, administrative status, or practical management.

    There is also an important distinction between statutory administrative divisions and functional management zones. Luoyang Urban-Rural Integration Demonstration Zone (洛阳市城乡一体化示范区) is not an additional county-level administrative division, but it practically manages several subdistricts and towns within the wider Luolong administrative area. Similarly, Baima Temple Town (白马寺镇) is currently managed through Chanhe Hui District, while some older statistical databases still associate it with Luolong District. For travel and local-government reference, the table below emphasizes current practical management.
