Lingshui Overview

Lingshui Li Autonomous County (陵水黎族自治县) is located on the southeastern coast of Hainan Province, close to 18° north latitude and within the wider Sanya economic circle. Mountains and tropical rainforest rise in the northwest, while plains, lagoons, fishing ports and a long tropical coastline extend toward the South China Sea in the southeast. This combination has given Lingshui a distinctive identity as both a traditional Li ethnic homeland and one of Hainan’s rapidly developing coastal tourism and innovation economies.

Unlike Sanya, whose economy is dominated by a large urban tourism centre, Lingshui remains a county with substantial rural, agricultural and fishing communities. At the same time, coastal resort development, international education, digital creative industries, marine breeding, modern logistics and advanced services are reshaping its economic structure. In 2025, Lingshui recorded one of the strongest economic growth rates among Hainan’s county-level regions.

Basic Information

Lingshui currently administers nine towns—Yelin, Guangpo, Sancai, Yingzhou, Longguang, Wenluo, Benhao, Xincun and Li’an—and two townships, Timeng and Qunying. It has no subordinate districts or county-level cities.

The commonly used land-area figure is 1,128 square kilometres. Newer territorial-survey calculations use approximately 1,107.3 square kilometres for the strictly defined land area, so slightly different figures may appear in government planning documents. Similarly, older official sources give the coastline as 118.57 kilometres, while recent provincial coastal-planning data uses about 118.84 kilometres.

Geographic Location

Lingshui occupies an important position on the southeastern side of Hainan Island. It borders Wanning City to the northeast, Qiongzhong Li and Miao Autonomous County to the north, Baoting Li and Miao Autonomous County to the west and northwest, and Sanya City to the southwest. The South China Sea lies to the southeast.

The terrain generally descends from mountainous northwest to coastal southeast. The interior contains tropical mountains, forest valleys, hills and river systems, while the eastern and southern sections open into plains, sandy coastlines, lagoons and marine environments. This geographical transition creates an unusually broad range of ecological zones within a relatively small county.

The mountainous interior forms part of the Hainan Tropical Rainforest National Park landscape, with the Diaoluo Mountain region preserving one of China’s most important tropical montane rainforest ecosystems. The coastal zone, by contrast, contains extensive bays, lagoons, coral environments and seagrass habitats.

This mountain-to-sea structure has strongly influenced settlement and economic activity. Inland areas retain stronger agricultural and Li cultural characteristics, while the coast concentrates fisheries, tourism, education and newer service industries.

Climate

Lingshui has a tropical island monsoon climate with high temperatures, abundant sunshine and clearly differentiated wet and dry seasons. The average annual temperature is approximately 25°C, making it one of China’s warmest regions throughout the year.

Current Hainan agricultural standards for Lingshui describe an annual average temperature of approximately 25.2°C, about 2,400 hours of sunshine and annual precipitation generally ranging from 1,500 to 2,500 millimetres. Around 80 percent of annual rainfall is concentrated in the May–October rainy season, while winter and spring are relatively dry.

Warm winters are a major economic advantage. Lingshui has long functioned as an important base for winter fruit and vegetable production, tropical agriculture and southern seed breeding, while its warm coastal waters also support marine aquaculture and aquatic breeding.

Summer and autumn can bring heavy rainfall, thunderstorms and tropical cyclones. The mountainous northwest normally receives substantially more rainfall than the coastal plains, creating considerable local differences in weather conditions across the county.

Population and Ethnic Groups

At the end of 2025, Lingshui had approximately 384,100 permanent residents, with an urbanization rate of 47.12 percent. The population therefore remains almost evenly divided between urban and rural communities, despite rapid development along the coast.

Lingshui is an ethnic autonomous county in which the Li people form a particularly important part of the population and cultural landscape. Han and Miao communities are also long established. Registered-population data from 2020 showed ethnic minorities accounting for about 57.5 percent of the county population, overwhelmingly Li.

Li communities are distributed throughout the county but are particularly associated with inland and mountainous villages. Traditional language, clothing, weaving, music, dance, food, farming customs and festivals remain important elements of local cultural identity.

The coastal population also includes communities shaped by generations of fishing and Tanka (疍家) maritime culture, particularly around lagoon and harbour settlements. This produces a cultural landscape quite different from the inland Li villages: one is rooted in tropical mountain and agricultural traditions, while the other developed around boats, fisheries and the sea.

Culture and Local Identity

Lingshui culture is best understood as a combination of Li ethnic heritage, maritime fishing traditions, tropical agricultural life and modern coastal culture.

Li culture remains the county’s strongest indigenous cultural foundation. Traditional weaving and embroidery, bamboo crafts, folk music, dance, food customs and village ceremonies continue to play a role in both everyday community life and cultural tourism. The annual Sanyuesan Festival is particularly important throughout Hainan’s Li and Miao communities.

The county also has a strong maritime identity. Fishing communities around the coastal lagoons developed distinctive boat-based lifestyles, seafood traditions and Tanka cultural practices. Environmental restoration of the coastal lagoons has become increasingly important; the Xincun–Li’an area includes China’s first specially protected area established specifically for a seagrass-bed ecosystem.

Revolutionary history forms another element of Lingshui’s modern identity. The county was an important area in the early revolutionary history of Hainan and preserves historical memory associated with local revolutionary organisations and rural movements.

Today these traditions coexist with international education, digital creativity and resort culture, making Lingshui one of the more rapidly changing ethnic autonomous counties in Hainan.

Transportation

Lingshui has no major commercial airport of its own, but its location between Sanya and Wanning gives it convenient access to Hainan’s eastern transport corridor.

The Hainan Ring High-Speed Railway passes through the county and serves Lingshui Railway Station. Northbound trains connect with Wanning, Qionghai, Wenchang and Haikou, while southbound services provide fast access to Sanya. The railway is one of the most convenient ways for visitors and residents to travel between Lingshui and other coastal cities.

Road transport is based principally on the G98 Hainan Ring Expressway and G223 National Highway, both of which run through the county and connect it directly with Sanya and eastern Hainan. G361 and regional roads provide access toward inland areas.

Sanya Phoenix International Airport is the most practical major aviation gateway for Lingshui. Depending on the starting point within the county, the road journey generally takes around one to one and a half hours.

Coastal harbours and lagoons remain important for fishing and the marine economy, particularly around Xincun and Li’an, although they function primarily as fishing and local marine facilities rather than major passenger gateways.

Economy

Lingshui has undergone a significant economic transition in recent years. Its traditional foundations remain tropical agriculture, fisheries and tourism, but the county is deliberately reducing dependence on property development and expanding digital industries, advanced manufacturing, education, logistics and marine technology.

In 2025, Lingshui’s GDP reached approximately RMB 28.7 billion, growing 5.6 percent year on year. Local government reporting states that this growth rate ranked first among Hainan’s cities and counties for the second consecutive year. Fixed-asset investment reached approximately RMB 21.68 billion and local general public budget revenue RMB 3.18 billion.

For the “15th Five-Year Plan” period, Lingshui has introduced its “12345” modern industrial system. It focuses on one overall direction—digital and real-economy integration; two agricultural priorities—marine fisheries and tropical planting; three advanced-manufacturing fields—aviation maintenance, intelligent equipment and high-end food processing; four service industries—tourism, education and research, modern logistics and healthcare; and five coordinated industrial development spaces.

Digital Economy and International Education

Digital cultural industries have become one of the most visible new growth sectors. The WRSA Overseas Chinese Scholars Town in Lingshui, officially launched in 2025, is developing clusters in short-form film production, games and animation, creative design and international digital distribution.

In 2025, Lingshui’s core digital-economy industries generated approximately RMB 2.1 billion in full-calibre revenue, up 93 percent, while the sector had attracted around 3,000 industry workers.

The Li’an International Education Innovation Pilot Zone is another major new economic driver. By the end of 2025, its student and faculty population had exceeded 10,000, strengthening Lingshui’s role in international education, research and talent development within the Hainan Free Trade Port.

Tropical Agriculture and Marine Economy

Agriculture remains essential to Lingshui’s rural economy. Warm winters allow year-round production of tropical fruits, vegetables and breeding materials, making the county an important component of Hainan’s Nanfan southern breeding system.

Aquatic breeding is particularly competitive. Lingshui has developed commercial breeding of more than 30 marine fish species and produces more than 200 million marine fish fry annually. The county is expanding its aquatic Nanfan breeding industry, offshore aquaculture and marine ranching to move from conventional fisheries toward research, breeding, processing and higher-value marine industries.

Tourism Development

Tourism remains one of Lingshui’s principal industries, but development is changing from conventional beach sightseeing toward a broader combination of coastal resorts, marine recreation, ecological tourism, ethnic culture, wellness, sports, rural experiences and educational travel.

In 2025, Lingshui received more than 11.3 million tourist visits, an increase of approximately 9 percent, while tourism revenue exceeded RMB 12.3 billion, up 11.6 percent. For 2026, the county set targets of approximately 6 percent growth in visitor numbers and 8 percent growth in tourism expenditure.

The county’s future tourism strategy increasingly emphasises quality rather than simply visitor volume. Coastal tourism is being integrated with Tanka culture, marine ecology, sports and leisure, while inland areas are developing Li cultural experiences, rainforest-related products and rural tourism.

Tourism is also becoming more closely connected with education, digital culture and healthcare. This reflects Lingshui’s broader transformation from a traditional beach and agricultural county into a tropical coastal destination with international education, creative industries and marine innovation functions.
