Established in 2002, it is a comprehensive private museum themed around the historical evolution of Chinese chambers of commerce, focusing on chamber management culture, and serving as a platform for business connections. It houses affiliated institutions such as a fellowship association, research office, and shopping & leisure section. The name of the museum was inscribed by Jing Shuping (经叔平), then Chairman of the All-China Federation of Industry and Commerce.

    Background of Chambers of Commerce

    In 1840, after the Opium War, China fell into a semi-colonial and semi-feudal society. Along with imperialist military aggression and cultural infiltration came the forced import of goods. The Chinese business community rose in resistance, and amidst the fierce Sino-foreign “business wars,” chambers of commerce emerged, quickly developing into the most influential and vital social organizations in late Qing and early Republican China.

    In the 21st year of the Guangxu reign (1895), patriotic gentry, merchants, and intellectuals like Zheng Guanying (郑观应) and Kang Youwei (康有为), who sought reform, submitted a memorial to the imperial court to establish chambers of commerce. In 1896, Zhang Jian (张謇), the late Qing top scholar, pioneer of China’s modernization, and a Nantong merchant, wrote On Chambers of Commerce (商会论), expounding on the necessity, organizational methods, and functions of chambers of commerce.

    In 1898, Emperor Guangxu issued an edict: “Clarify the national policy, decide on reform, and implement new governance,” ordering the trial establishment of business bureaus, chambers of commerce, and commercial newspapers.

    In 1902, China’s first chamber of commerce organization—the “Shanghai Commercial Conference Office (上海商业会议公所)”—was founded. In 1903, the Qing court established the Ministry of Commerce, promulgated the Simplified Charter of Chambers of Commerce (商会简明章程), and reorganized the Shanghai Commercial Conference Office into the Shanghai General Chamber of Commerce. Similar reforms took place in Tianjin, Hankou, Fengtian, Xiamen, and other cities.

    In 1912, the first year of the Republic of China, 45 local chambers resolved to establish the “All-China Federation of Chambers of Commerce (中华全国商会联合会).” In 1914, the First National Chamber of Commerce Congress was held in Shanghai, officially establishing the All-China Federation of Industry and Commerce.

    Development History

    The China Chamber of Commerce Museum (中国商会博物馆) was established on the original site of the Pingyao Chamber of Commerce (平遥商会). In the 7th year of Guangxu (1881), Qu Yuanchao (渠源潮) from Qixian (祁县) opened the Huiyuanyong Bank (汇源涌票号) here. In the 3rd year of Xuantong (1911), the Pingyao Chamber of Commerce bought the building as its headquarters. After the liberation, it was reorganized into the Federation of Industry and Commerce. In 2002, the museum was officially founded.

    Important Events

    • September 2002: The museum opened. Jing Shuping (经叔平), former Vice Chairman of the CPPCC and former Chairman of the All-China Federation of Industry and Commerce, inscribed its name.
    • July 2003: Zhang Xuwu (张绪武), Vice Chairman of the All-China Federation of Industry and Commerce, recalled his grandfather Zhang Jian (张謇)’s On Chambers of Commerce in the meeting hall, discussing the history and functions of chambers of commerce.
    • September 2003: Zhu Houze (朱厚泽), former Minister of the Publicity Department, visited and remarked: “This museum is excellent, it can educate people, and it provides a positive reference for the regulation of the market economy.”
    • April 2004: Sun Xiaohua (孙晓华), Vice Chairman of the All-China Federation of Industry and Commerce, visited and said: “This is our home. It is not only a research base for the China Business History Society, but also a postgraduate teaching and research base for the International Trade School of Shanxi University of Finance and Economics. Excellent.”
    • September 2004: The museum co-hosted the “International Symposium on Chambers of Commerce and Modern China” with Central China Normal University, Shanxi University, and Tianjin Academy of Social Sciences. Scholars reached broader consensus on the historical background, nature, features, and functions of chambers of commerce, providing valuable insights for market economy regulation, business organization development, and entrepreneur training.
    • October 2008: Lu Yutang (鲁玉棠), Chief Representative of the German Chamber of Commerce in Beijing, visited and excitedly wrote: “This is the best business museum I have ever seen. I have never encountered such a museum in Germany, only read about its history. The German chambers of commerce have a long tradition and broad international cooperation. We look forward to the establishment of a German Chamber of Commerce Museum in the future!”
